It is not about India or USA I think. It is about money making and an alternate sense of what is acceptable and what is not. USA has had its own ways of ignoring things and still has them. When profit becomes central then the meanings of fake and real, of good and bad change.
The fact that people in USA accept the money means they would have done that in USA if they could. And maybe they do anyway and we do not know.
Americans didn't react that fast (or even a fraction there of) on Union Carbide, did they?

Actually the whistle blower didn't get fined...he made USD 48 million. Cheers
